
SWAT / Urban Shield
Urban Shield benefits allow fire and EMS components to fully engage with SWAT and our regional first responders. Each year, the evaluation and after action report focuses on different components of the National Preparedness Guidelines. The evaluation of the 2009 exercise focused on six issues from the National Target Capabilities List including: Counter-Terror Investigation and Law Enforcement, On-Site Incident Management, Communications, Emergency Operations Center (EOC) Management, Triage and Pre-Hospital Treatment, and WMD/HazMat Response and Decontamination.
The Exercise Planning Team (EPT) consisted of 150 members throughout the region who attended 21 planning sessions between January 29, 2009, and October 21, 2009. The EPT initially focused on NIMS, SEMS and ICS requirements. Critical infrastructure concerns were discussed and the twenty-five site locations were identified. First responder capabilities were prioritized and built into various scenarios. Exercise logistics, personnel, planning documentation, finances, course route, transportation, medical checkpoints, technology, and final event details were managed during these planning meetings.
